Fuel Price Update: EWURA's Cap Prices for Tanzania Mainland, October 2025

The Energy and Water Utilities Regulatory Authority (EWURA) has released the new cap prices for petroleum products across Tanzania Mainland, effective from Wednesday, October 1, 2025, at 12:01 am. These prices represent the maximum retailers and wholesalers can charge for petrol, diesel, and kerosene in various regions and towns.

Key Price Highlights for Major Ports

The retail and wholesale prices in the major ports of Dar es Salaam, Tanga, and Mtwara are typically the reference points for other regions. All prices are expressed in Tanzanian Shillings (TZS) per litre.

Understanding the Price Movement

Several factors influenced the cap prices for October 2025:

FOB Prices: The Free On Board (FOB) reference prices, which are based on the Arab Gulf market, saw an increase across all products:
- Petrol: Increased by 2.80%.
- Diesel: Increased by 3.65%.
- Kerosene: Increased by 3.57%.
Premiums: Premiums (costs related to shipping and insurance) had mixed movements at the Dar es Salaam Port:
- Petrol: Decreased by an average of 1.95%.
- Diesel: Increased by 2.39%.
- Kerosene: No changes.
- Tanga Port saw a 6.38% average increase for both petrol and diesel, while Mtwara Port experienced a 0.49% increase for petrol with no change for diesel.
Exchange Rates: The applicable exchange rate for October 2025 prices decreased by 5.10%. This decrease in the TZS equivalent of the foreign currency-quoted costs (FOB and premiums) helped to partially offset the rises in FOB prices and some premiums.

Cap prices are also set for various towns, districts, and regions, reflecting transportation costs from the port to the consumption area. For instance, the retail cap prices (TZS/Litre) for some other major towns are:

Consumer and Retailer Obligations

EWURA reminds both consumers and petroleum marketing companies of key regulations:

Price Ceiling: Oil Marketing Companies can sell products at a competitive price, but it must not exceed the EWURA-published cap price.
Visibility: All petrol stations are required to publish petroleum product prices on clearly visible boards showing prices, discounts, and promotions. Failure to do so is an offence.
Receipts: Retailers must issue receipts from an Electronic Fiscal Pump Printer (EFPP). Consumers are urged to demand and keep these receipts as proof in case of a complaint against over-charging or quality issues.
Accessing Prices: Consumers can access the current cap prices free of charge on their mobile phones by dialling and following the instructions.

These cap prices aim to encourage competition in the sector while ensuring consumers are protected from unfair pricing practices.
