The German Academic Exchange Service (DAAD) is offering the Helmut-Schmidt Programme (Master's Scholarships for Public Policy and Good Governance - PPGG) for the academic year 2025-2026. This prestigious scholarship aims to provide highly qualified graduates from developing countries with the opportunity to pursue a Master's degree in disciplines crucial for the social, political, and economic development of their home nations.

Program Overview:

Scholarships are awarded for selected Master's courses at esteemed German institutions of higher education. These programs are internationally oriented and delivered in either German or English, or a combination of both.

The scholarship scheme is open to eligible candidates from various regions, including:

  • Africa and Sub-Saharan Africa

  • Latin America

  • Asia and the Pacific

  • Western, Central, South-Eastern Europe

  • Eastern Europe, Central Asia & South Caucasus

  • The Middle East and North Africa

Scholarship Value and Inclusions:

Recipients of the DAAD Helmut-Schmidt Programme scholarship are exempt from tuition fees. The scholarship also includes:

  • A monthly stipend of €992

  • Contributions to health insurance in Germany

  • Appropriate travel allowance

  • A study and research subsidy

  • Rent subsidies and/or allowances for spouses and/or children, where applicable.

Prior to commencing their academic programs, all scholarship holders are required to participate in a mandatory four-month German language course.

Eligibility Criteria:

Candidates from developing countries must meet the following requirements:

  • Hold a well-qualified first university degree, typically in fields such as social and political sciences, law, economics, public policy, or administration.

  • Demonstrate a strong commitment to actively contributing to the social, political, and economic development of their home countries or regions.

  • Possess practical experience relevant to the program, including professional experience, internships, or political/social engagement.

Specific language proficiency requirements and necessary language certificates vary by Master's course. Each Master's program also has its own selection criteria (e.g., degree, grades, language skills, work experience) that must be fulfilled in addition to DAAD's general selection criteria.

Applicants must submit their applications for both the selected Master's courses and the DAAD scholarship directly to the respective universities.
